ADR-001: Repository split

Context
Coipe has a web app with an API, a company landing page, cluster infrastructure, and a body of product and design knowledge. They change at different speeds and deploy to different places.
Decision
Four private repositories under the fuisl GitHub account:
fuisl/coipe: pnpm + Turborepo monorepo withapps/web,apps/apiand sharedpackages/*.fuisl/ceo-of-little-people: the company landing page at ceooflittlepeople.com.fuisl/coipe-infra: Flux, Kustomize and SOPS manifests for the home cluster.fuisl/coipe-docs: this handbook, ADRs, design source and the docs site.
All four share issue templates and the COIPE GitHub Project (#22). They move to a GitHub organization later; keys and secrets are re-created then.
Alternatives considered
- One monorepo for everything: simplest sharing, but mixes infrastructure history and secrets with application code and makes the landing page wait on app CI.
- Docs inside
fuisl/coipe(as in vgu-graduation): one PR for code and docs, but the landing page and infrastructure also need them.
Consequences
- The design tokens are duplicated: canonical in
fuisl/coipepackages/design-tokens, copied verbatim intocoipe-docsandceo-of-little-people. Publish them to GitHub Packages when copying becomes a burden. - A change that spans code and docs needs two PRs.
